About Us

Dr. Bill Morgan, Director of William D. Morgan, Psy.D. and Associates, is a licensed psychologist with over twenty years experience as a counselor, therapist, and diagnostician.

William D. Morgan, Psy.D. and Associates is a group of mental health professionals dedicated to helping people navigate life’s challenges. We are trained and experienced in a number of therapeutic approaches that assist our clients in developing greater levels of satisfaction and success in life.

Licensed Psychologist

William D. Morgan, Psy.D., is a clinical psychologist in private practice in Paoli, Pennsylvania. Dr. Morgan is a caring, compassionate, effective, down-to-earth psychotherapist and evaluator whose approach to counseling, assessment, and therapy is distinctively growth-oriented, emphasizing gaining the skills needed to handle life's challenges and achieve one's full potential.

Dr. Morgan works with children, adolescents, adults, and families to facilitate change, personal growth, greater contentment, and personal effectiveness through counseling sessions in which clients engage in the process of clarifying challenges, increasing insight, and developing strategies and skills to reach the goals they desire. Dr. Morgan employs short-term counseling approaches such as Cognitive Behavioral Therapy (CBT) as well as long-term therapeutic approaches.

A partial list of his specialties include: counseling/psychotherapy for emotional and relationship problems (anxiety, depression, and other); Attention Deficit Disorder (ADD/ADHD) in children and adults; testing and assessment (diagnostic, psychoeducational, learning disabilities, career, ADHD, custody, forensic, and other); parenting and family issues; and career and workplace issues.

Dr. Morgan has a doctorate in clinical psychology and is adjunct faculty in the doctoral psychology program at Widener University. He has written a series of professional articles and chapters about the treatment of various problems. He is a popular speaker on issues of personal growth and change.

Dr. Morgan is a licensed psychologist. He is a member of the American Psychological Association and the Pennsylvania Psychological Association, and he serves on the professional advisory board for Chester County CHADD.

Sandra K. Wiley, M.S.S.

Licensed Clinical Social Worker

Sandra K. Wiley, M.S.S. is a counselor and psychotherapist with over eleven years of experience in helping others deal with life’s challenges. She offers a very caring, empathic, insightful and down-to-earth approach. Together she and her clients focus on the best ways to achieve very individualized goals and dreams, examining barriers and identifying solutions to learn to live to one’s full potential.

Sandra works with pre-teens, adolescents, adults and families helping them to establish and achieve goals, find a greater sense of life satisfaction, and strive for harmony and balance in their lives. Some of her areas of specialty include: anxiety, depression, women’s issues, stress management and empowerment issues.

Sandra received a Master’s of Social Service from Bryn Mawr College and is a Licensed Clinical Social Worker.

Adam DeAngelo, M.Ed.

Special Education Consultant

Adam DeAngelo, M. Ed. is a Special Education consultant for families and children. As a Special Education teacher who has spent over 10 years in the classroom, Adam is on the cutting edge of meeting the needs of exceptional children. He has worked with families in Pennsylvania, New Jersey and Delaware providing guidance, feedback and effective recommendations for implementing strengths-based Special Education programming and creative solutions to ensure success.

Emphasizing individualized approaches, Adam’s area of expertise is helping families navigate the confusing, ever-changing, acronym-filled world of Special Education. His focus is on strengths-based approaches that foster resilience and support for students with a variety of challenges as well as establishing recommendations to form positive networks of teachers, administrators, parents, guardians, siblings and peers.

Adam provides individualized consultation with parents, reviews existing evaluations and IEP’s and how they translate to the classroom, makes recommendations for improvement of existing Individualized Education Plans and programming, provides written drafts of Individualized Education Plans from existing data to use as a reference with your school-based teams and much more.

Adam’s expertise in Special Education and down to earth personality make him easy to work with and someone who can be counted on for realistic and strengths-based recommendations. Adam holds certification in PA and NJ in Special Education, Elementary Education and Reading. He is finishing up his Doctorate in Educational Leadership and Administration at Immaculata University and is on the professional advisory board for Chester County CHADD.

Victoria Lipoff, M.S.W.

Licensed Clinical Social Worker

Vicki Lipoff, M.S.W. is a counselor and psychotherapist providing services to couples, families, adolescents, and adults.

Ms. Lipoff’s primary mission as a therapist is to create a safe and healthy working environment for her clients. Working from a strengths-based perspective, she has the ability to join with her clients in a warm and accepting way and facilitate understanding that is the key to insight, growth, and change. In this way, clients are encouraged to recognize and develop their own unique life skills that better prepare them for the world of problem-solving and conflict resolution.

Ms. Lipoff's areas of expertise include marriage, family, parenting, women's issues including work with women experiencing depression, anxiety, interpersonal problems, and general life passages of adulthood. She also helps adolescents and young adults with adjustment issues, eating disorders and other self-harm behaviors, and support around issues of the maturing process. With a certification in Parenting Education, Ms. Lipoff sees families in crisis as well as families struggling with issues of communication and conflict.

Ms. Lipoff received her Masters of Social Work degree from Widener University and is a Licensed Clinical Social Worker.
